The criminal case against the former Deputy Minister of Education Marina Rakova, who is accused of embezzling more than 50 million rubles, was built on the expertise of the Russian Academy of Education (RAO), found out “Jellyfish”. According to the newspaper, there was a sharp conflict between Rakova and the head of the Academy Olga Vasilyeva.
RAO wrote a 30-page report on the examination of government contracts concluded with the Ministry of Education. The document says that the work was performed poorly. The publication refers to the words of the source, who reported about the conflict, but he did not name the reasons for the disagreements.
The head of RAO Olga Vasilyeva was previously the boss of Marina Rakova during their work in the Ministry of Education before the transfer of the latter to the post of vice president of Sberbank. The current press secretary of the Ministry of Education Sergei Shatunov told The Insider that he does not know anything about Rakova and has not worked with her. Former press secretary of the Ministry Andrei Yemelyanov did not answer the calls.
Now the defendants in the Rakova case are six people, all of them arrested. Among them are the former deputy minister herself, her husband Artur Stetsenko, colleagues Yevgeny Zak and Maxim Inkin, as well as the former executive director of Shaninka, Kristina Kryuchkova.
In addition, the rector of the Moscow Higher School of Social and Economic Sciences (“Shaninka”) Sergei Zuev was arrested. Today, October 13, the court will decide on the measure of restraint against Zuev. The investigation asks to send him under arrest. Zueva detained October 12. The rector was taken from the hospital, where he lay with a hypertensive crisis, and interrogated for more than 30 hours, after which he was taken to a temporary detention center on Petrovka. He is suspected of embezzling more than 21 million rubles in the Rakova case.
In early October, Rakova became a defendant in the case of embezzlement of more than 50 million rubles. She is suspected of lobbying for the allocation of funds from the budget to the Fund for New Forms of Education Development, in which she was the CEO, in 2019. The money was intended for government contracts for the federal project “Teacher of the Future”. Examinations revealed signs of falsification in reports on two “scientific investigations”.
By data “Rain”, there were only two government purchases. The customer was the “Fund for New Forms of Education Development” – a subsidiary of the Ministry of Education. The technical assignment of the first consists of five stages, according to which the performer had to develop and test models of “creation and functioning of professional communities of teaching staff”: to study foreign experience, conduct research among Russian teachers, and then develop a model by which professional communities could be created and functioned teachers. The last stage involved discussing the model in Moscow, developing a prototype of an Internet platform for the professional community, as well as trainings for teachers in the regions.
Shaninka won the tender. Also, the application was submitted by the tour operator “Neverlip”, but was excluded from participation due to inconsistency of documents. The final cost of the contract was reduced and amounted to 26.39 million rubles. A year later – in September 2020 – the contract was terminated. The initiator of the termination was the customer himself.
The second purchase was placed 4 days after the first. The performer, within the framework of the same project “Teacher of the Future”, was supposed to accompany “the activities of centers for continuous professional development of teaching staff.” Only Shaninka applied for this tender. The total amount of the contract was reduced from 27 million to 25.65 million rubles. But this contract was also terminated by the customer, and also in September 2020.
