Main Directorate of the Federal Penitentiary Service for the Krasnoyarsk Territory reported on the beginning of a service check after the publication of The Insider stories former inmates about a conveyor belt of torture in a single cell-type room on the territory of correctional colony No. 31 (EPCT IK-31).
A press release from the penitentiary department emphasizes that in August 2017, based on the complaints of convicts contained in EPCT IK-31, the prosecutor’s office of the Krasnoyarsk Territory has already conducted a check, “as a result of which violations of the law in relation to the convicts were not revealed.”
The Main Directorate of the Federal Penitentiary Service argues that the Commission for Monitoring the Legality of the Use of Physical Force and Special Means to Suspects, Accused and Convicted Personnel is checking reports on “every case of the use of physical force.” This is also “notified to the regional prosecutor’s office.”
“Penitentiary institutions of the Krasnoyarsk Territory are open to any public control. Commissioned rounds are carried out with the participation of representatives of the prosecutor’s office and open days for relatives of convicts. Therefore, the published allegations that lawyers and human rights defenders are not allowed into IK-31 are untrue, ”the press service of the Main Directorate of the Federal Penitentiary Service said.
On October 8, the Main Directorate of the Federal Penitentiary Service reported that IK-31 was visited by a commission, which included members of the regional POC and the Public Council at the Main Directorate of the Federal Penitentiary Service, specialist of the Office of the Ombudsman for Human Rights in the Krasnoyarsk Territory Svetlana Akhmetova, head of the department for supervision of the legality of the execution of criminal punishments of the Prosecutor’s Office of the Krasnoyarsk Territory Alexander Slesarev, Prosecutor of the Krasnoyarsk Prosecutor’s Office for Supervision of Compliance with Laws in Correctional Institutions Sergei Veretennikov. “Particular attention was paid to a single cell-type room, which contains convicts who are malicious violators of the detention regime,” the department stressed. – Members of the PMC and representatives of the prosecutor’s office walked around all the premises and cells in the EPCT, talked with the convict in compliance with all confidentiality conditions. According to the results of bypassing complaints from convicts about the conditions of detention and the illegal use of physical force by the employees of the institution, the members of the POC of the Krasnoyarsk Territory did not receive it. “
According to the ministry, in EPCT IK-31 there are mainly those convicted of grave and especially grave crimes, “leaders or active members of criminal groups, prone to attacking law enforcement officers, prone to escape, taking hostages, and acts of self-harm.” However, among those former prisoners who spoke about torture in the EPCT were a prisoner for drug trafficking and a participant in a fatal alcohol-related brawl.
On October 6, The Insider published the stories of former prisoners about EPCT IK-31. Valery Slepukha, the former chairman of the POC of the Krasnoyarsk Territory, described this place as an experimental torture conveyor. “They test torture know-how and then distribute it to all institutions in the country,” he said.
During the entire existence of the institution, several chiefs have changed in it, and each of them personally participated in the torture, former prisoners say. They also talked about a woman paramedic who appears when the tortured lose consciousness, measures the pulse with her foot, gives ammonia, and in more severe cases, injections of adrenaline, affectionately calls “baby”. “Vital organs are not affected – fuck on,” she was quoted as saying by one of The Insider’s interlocutors.
In the process of torture, prisoners were injured. “They twisted my joints, shocked me in the groin area, in the anus. They finished me to the point that my hemorrhoids crawled out, after EPCT I underwent an operation in the 18th hospital, ”one of them said.
Before the rare visits of lawyers and human rights defenders, prisoners are intimidated into not telling anything.
According to Valeriy Slepukha, if a prisoner dies during torture, he is already dead taken from the EPCT to the prison hospital, official documents are forged and a different cause of death is indicated.
