In Tyumen, the deputy head of the Federal Penitentiary Service was placed under house arrest in a bribery case

The Leninsky District Court of Tyumen sent under house arrest until November 4, the deputy head of the regional department of the Federal Service for the Execution of Punishments, Andrey Rukosmotrov, informs united press service of regional courts. He is accused of corruption when concluding government contracts for the supply of ingredients for jelly.

The official is charged with clause “c” part 5 of Art. 290 of the Criminal Code (taking a bribe by an official on a large scale), part 1 and part 2 of Art. 290 of the Criminal Code (receiving a bribe by an official in a significant amount). He faces imprisonment for up to 12 years.

The criminal case opened against the 43-year-old colonel of the internal service of Rukosmotrov contains four episodes of bribe-taking. According to the investigation, from 2015 to 2018, the deputy head of the FSIN department received money from businessmen, helping them to conclude state contracts for the supply of ingredients for jelly.

In total, Rukosmotrov received more than 370 thousand rubles. He does not admit guilt.

According to open data, during the period indicated in the criminal case, state purchases for the supply of ingredients for jelly to correctional institutions were carried out several times. There were supplies from IK-1, as well as from two private companies, writes 72.ru.

Golden Pak LLC supplied raw materials for jelly to the regional institutions in the amount of 510,792 rubles, and the purchase was carried out from a single supplier. In addition, three more types of juice ingredients were purchased from the company. In total, 4 contracts were signed with the organization for 6.4 million rubles.

The second company that supplied ingredients for kissel to IK was Maximus LLC. The organization actively participates in public procurement: 92 contracts were concluded with it for the amount of 42 million rubles. During the period when Rukosmotrov, according to the investigation, received bribes, the company supplied products worth about 2 million rubles. In 2018, the company’s net profit amounted to 3.4 million rubles, revenue – 14 million.

Andrey Rukosmotrov is a graduate of the Tyumen State Oil and Gas University with a degree in automobiles and automotive industry. Since 1999, he has served in the penitentiary system. Since 2016, Rukosmotrov has been in charge of logistics, production and medical support. He twice served as Acting Head of the Federal Penitentiary Service for the Tyumen Region.
