Chairman of the Verkhovna Rada of Ukraine Dmitry Razumkov was dismissed. 284 deputies voted for this decision, almost all are members of the Servant of the People faction of Volodymyr Zelensky. website Ukrainian parliament.

The deputies considered that he was sabotaging the “law on oligarchs” and refused to support presidential candidates for the posts of energy and education ministers. Razumkov is a former ally of Ukrainian President Volodymyr Zelensky. They began to cooperate during Zelensky’s election campaign, later the future speaker took the post of chief adviser to the president on political issues and headed the Servant of the People party.
The former head of the Rada is the only Ukrainian NSDC who did not vote to disconnect Russian TV channels from the air, and also doubted the need for sanctions against the head of the political council of the Opposition Platform – For Life party Viktor Medvedchuk.
According to the deputy Alexander Kornienko, the ex-speaker “has deviated from general principles, is no longer a member of the team and, accordingly, cannot represent the party in such a high position.”
Razumkov himself recalled immediately after his resignation that the presidential elections were ahead. “The presidential elections have not started yet. It used to be said that the head of the Verkhovna Rada never made presidents, today we have removed this restriction, ”the ex-speaker said.
There are already candidates for the post of speaker of parliament: the Servant of the People faction proposes to appoint Ruslan Stefanchuk to this position, now he is the first vice-speaker of the Rada.
Political scientist, director of the Azov Sea Development Agency Konstantin Batozkiy told The Insider that the conflict between the president and the speaker in Ukraine is institutionalized:
“Ukraine is a parliamentary republic and the post of speaker of parliament is extremely important. It is the speaker who acts as president in case something happens to the president. And there is a permanent conflict between these two institutions. It is institutionally envisaged, because every president of Ukraine tries to increase his powers and minimize the powers of the parliament, and the parliament always fights to restrain the president, so that Ukraine develops in the mainstream of parliamentary democracy.
In this regard, the conflict between Dmitry Razumkov and Vladimir Zelensky was a foregone conclusion. Volodymyr Zelenskyy is a supporter of a strong presidential power. He believes that since people have elected him, it means that they have completely entrusted their history to him personally and he personally must answer to them, despite all other state institutions and, despite the fact that the president, unfortunately, or fortunately, cannot to do things that would allow one person, with a wave of a magic wand, to change the situation. There are institutional restrictions, but Volodymyr Zelensky strives as much as possible, if not to play by the rules, then as much as possible to place his own and loyal people everywhere.
For Volodymyr Zelensky, professionalism is much less important than loyalty. And Dmitry Razumkov, who always in his office adhered to the letter of the law and parliamentary regulations, was opposed to any laws being considered past the procedures, not considered in accordance with the regulations, even if the president’s office wants it – he always suppressed such attempts as much as possible. which irritated Vladimir Zelensky – this was one of the main reasons for their human quarrel.
The second reason was that Dmitry Razumkov’s rating is growing. Surprisingly, Ukrainians love him and trust him even more than Volodymyr Zelensky. And Vladimir Zelensky, being a native of show business, could not tolerate such a situation for a long time. Dmitry Razumkov increased his rating without doing anything specifically for this. He just did his job well as a speaker, respecting both the rights of the pro-government party and the opposition. And this sum of factors on this side and the institutional conflict on the other side, envy and jealousy played their part and today the speaker was dismissed.
His further actions are a difficult question for Razumkov, since there are good starting conditions. He has a fairly high recognition and rating. He has his own ambitions, but politics in his case is also an extremely resourceful thing. He needs sponsors and he needs to be careful, because the number of people who give money for politics in Ukraine is very small and these are the people we call oligarchs. In order not to spoil his political project ahead of time and not get dirty with connections with unpopular people, Dmitry Razumkov will have to build an extremely cautious policy. He has all the makings to be a successful Ukrainian politician at the national level on his own. “
