In October 2017, they overdid it somewhere on acceptance and killed a non-Russian guy, Islam. They said that he hanged himself. A young boy, Lenya, also went from Norilsk, and did not return from there.

When you arrive at the EPKT, you are immediately sent to the inspection room. They put them against the wall, twist their arms behind their backs and begin to scoff in a variety of ways. I was tortured by at least five people. It is difficult to count them, because you are always upside down, or your head is in the mattress. They put a bag on their head, strangle them until they lose consciousness. Sometimes they can overdo it, because deaths are frequent. Hands are twisted. They torn a ligament in my arm. The legs are also twisted until the ligaments break there, or even worse. Now my arm often hurts now, my legs hurt, my knee joints.
They studied with me for five hours. I did not look at those who were present there. I know for sure that the security chief was there at the time when I arrived. To be honest, I don’t remember either the last name or the first name. I remember the detachment officer, Derevianko. And Stepchenko, an operative, in my opinion. Before the torture in the officer’s office, they locked me in a so-called “glass”. I waited for them to prepare for my bullying. They took me to the inspection room, began to inspect my things and gradually mock me.

After the torture, I sat in the basement for another three or four days. I stayed there for three months, arrived in the middle of summer, left in the fall, in October. Everyone is bred and tortured in turn in the inspection room. Before being tortured, I was kept in the officer’s office. They tortured the latter, from lunch to night, at eleven o’clock they dragged him into the basement. When tortured, they are handcuffed. They are tortured on a mattress – one sits on his back, his legs are tied, handcuffs break his hands, another puts a bag on his head, the third smashes his heels with mallets. My heels were black as soles.
The head of the EPKT, Sergei Skabelin, comes in, drinks tea and watches how they are being tortured. When they choke with a bag, you lose consciousness for a while, then you come to your senses, and the struggle begins again. You turn your head, and he stands, drinks tea and looks.
The head of the detachment Derevyanko constantly participated in the torture and deputy chief of security, senior lieutenant. Stepchenko also came, the opera, also drank tea there. And there was an opera from the operational management of the GUFSIN on the edge, Dmitry Popkov. He came especially for me, because he sent me to this EPCT from IK-17, which he supervised. He did not participate in the torture, he just arrived and stayed there until late at night while they tortured me. He then came to me and said: “My advice to you – do what they tell you.”
Those who are severely beaten are lowered into the basement until they heal, so that no one sees traces of torture. Nobody goes to the basement. There is an ordinary basement – damp, without windows, without anything. It’s dark, the light bulb is dim in the corner. The toilet is also in the corner. Just a toilet on the floor and that’s it. And such a rat lives there, it comes down the toilet at night and tries to steal soap or something else.
I sat in the basement for a week, then they took me to the cell. After that, they no longer tortured me, they simply stripped me down to my underpants, locked them in a cage with a concrete floor and kept them there, did not let them go anywhere, even to the toilet.
One guy “stuck his head” with us, drove two pins into his heart. One pin was pulled out from the front, but not pulled out from the side. And when he was brought to the EPKT, he had one pin under his heart. And there they had such a woman, a paramedic or a nurse. She looked at the pictures and said: “The vital organs are not affected. Fuck him. ” She said so. This woman distributes pills, measures the pulse with her foot. When you lie unconscious at the reception, she checks whether they killed or not killed. She’s the only one there, old already. Verified employee. In my presence, this guy wrote a paper to the POC – “If they kill me, blame the head of the GUFSIN of the Krasnoyarsk Territory.”
At the reception, they injured my spine, I did three operations. The whole back is in titanium after them. I have filed many lawsuits, but it is useless, because the FSB for the Krasnoyarsk Territory protects them. All the courts have passed national and I am sending the paper to Strasbourg. The answer comes to me: “We do not accept and do not write to us anymore.” And there and then the answer from the “Post of Russia”: “we have lost your letter.” I go to the website of the post office of France, and there is no tracker of mine. That is, it did not arrive in France at all and they answered me from the FSB’s basement. I write to the Russian Post, they say: “We will figure it out,” I write to the prosecutor’s office, the prosecutor’s office sends each other, and now they do not answer at all – neither the prosecutor’s office, nor the Russian Post.

When I arrived for the first time in 2017, I was sent first to the observation room. There is a camera there, and they did everything according to the law, they treated politely. There is a metal cage in this examination room, into which I was locked after being searched. I was there for about half an hour, undressed, only in my underwear. Half an hour later they returned, examined them, then put eight officers on the floor, twisted them and began to beat them on the legs, on the head, and so they tortured me from about four to eight. They choked me, beat me from above. This was the first day.
Then at eight o’clock they took me to a cell in a basement with concrete floors and concrete bunk beds. The mattress was given to be dirty. They closed it there. I could barely walk, my legs hurt. In the morning they came and said: “Why aren’t you doing exercises? Why didn’t you climb? Give me the mattress. ” I rolled up the mattress and gave it to them. They took me back, put me on a mattress of some kind and began to throw me on this mattress, toss me up and drop me on the stone floor.
Then they choked me and it was such that I turned off several times. They injected something, some kind of adrenaline or energy. They calculated the moment so that the person would not die. During the torture, a physician, Nadezhda Viktorovna Gobareva, was present there. She put her foot in the region of the cervical artery and said: “Alive, you can continue on.” And they continue. She comes in, gives injections and again brings me to a state. He says to me: “Well, why are you turning off, kid? Be patient, you’re a man! ”
On the third day, they are taken out again at two or three o’clock in the afternoon, not fed, and left in a metal cage in shorts. Then a little time passed, they came and said: “Let’s make him a swallow?” – two take the hands, two by the legs and begin to beat their heads on this metal cage. And so they beat him until his head was broken. My head burst in two places, I had a hematoma. The then head of the EPKT, Skabelin, was present. He hit me on this metal grate. And when they sewed up he stood next to him. All these tortures passed under his direction.
They needed me to write that I refuse to maintain thieves’ traditions, that I will cooperate, I will follow the daily routine. And they needed me to apologize on camera to the officers of the Federal Penitentiary Service of Russia in the Krasnoyarsk Territory. Allegedly for the fact that I do not carry out the instructions of the administration and do not comply with the regime.
Then they left me behind, because a lawyer came to me there. The lawyer came and saw these lacerations on my head. Says: “What happened?” I say: “They beat me.” I was told that he wrote a statement to the Investigative Committee, and they refused to initiate a case. I was not given any documents about the refusal.
