A court in Syktyvkar sentenced former Komi Interior Minister Viktor Polovnikov to nine years in a strict regime colony. He was found guilty of bribery and money laundering, informs site of the court.
Polovnikov was also fined 14.5 million rubles. He will not be able to hold public office for five years and has been stripped of the rank of major general. In addition, the court confiscated the house and half of the land under it from the former head of the police, totaling 8 million rubles. The prosecutor’s office requested 13 years in a maximum security colony for Polovnikov.
The police general was detained on January 16, 2020. According to the investigators, in 2017, Polovnikov received 14 million rubles through intermediaries for assisting the accused of fraud. At the same time, the total amount of the bribe reached 25 million rubles.
Part of the money received, Polovnikov legalized through the purchase of an apartment in a townhouse and a share on a land plot.
Presumably, the detention of the ex-head of the Ministry of Internal Affairs was connected with the case of the former head of the Kazan Internal Affairs Directorate and the former head of the Federal Drug Control Service for Tatarstan Fayaz Shabaev. According to the investigators, the founder of the Delovoy Alliance company, Sergei Sitnikov, accused of fraud, decided to bribe the security officials in order to get out of the pre-trial detention center and exclude the phrase “committing crimes by an organized group” from the charges. In the summer of 2017, Sitnikov’s defender met with Shabaev, since he had connections in the leadership of the Ministry of Internal Affairs in Komi. As a result, Shabaev, according to investigators, talked about the Sitnikov case with Polovnikov, and he agreed to take the money.
The general himself did not admit his guilt. “I didn’t receive any money. And I can tell the employees that in front of them, as a leader, I hold my head high and I have not defamed the Ministry of Internal Affairs for the Komi Republic in any way. It is unpleasant in front of the leadership of the Ministry of Internal Affairs of the Russian Federation, because the team was left without a leader, but I think it will also solve problems without me, ”Polovnikov said.
In November 2020, the Komi Supreme Court sentenced Sergei Sitnikov, finding him guilty of particularly large fraud and embezzlement, as well as money laundering. The court sentenced him to six years in a general regime colony with a fine of 600 thousand rubles.
Viktor Polovnikov became the head of the Komi Ministry of Internal Affairs in 2015. From 2011 to 2015, he was Deputy Head of the Main Directorate of the Ministry of Internal Affairs for the Far Eastern Federal District. In October 2019, Polovnikov participated in informal negotiations with environmental activists at one of the checkpoints near the Shies station in the Arkhangelsk region, where it was planned to build a landfill for Moscow garbage.
