The estimate of the number of victims is based on data from the National Institutes of Health and Medical Research. The statistical “confidence interval” in this estimate is 50 thousand people, that is, the number of victims can range from 165 thousand to 270 thousand. Approximately 80% of the victims are boys, most often between the ages of 10 and 13.
The estimate of the number of pedophiles was compiled on the basis of data from the archives and evidence submitted directly to the commission. This is from 2900 to 3200 representatives of the clergy, or from 2.5% to 2.8% of its total number. The report emphasizes that this is the minimum estimate. During the work of the commission, 6,500 victims or their relatives applied to it. The experts interviewed 250 people, including victims and representatives of the church.
Almost 56% of cases of child abuse by priests occurred in 1950-1970, when the number of clergy in France exceeded 50 thousand people. Another 22% of cases were detected in the 1970s-1990s, the remaining 22% – from 1990 to 2020.
According to the commission, the church accounted for 6% of all cases of child sexual abuse over the past 70 years. It turned out that in the church there are more such cases than in children’s camps and in schools, but less than in the family and among friends.
The Ciase Commission was formed in February 2019 at the initiative of the church itself, which wanted to find out the extent of the phenomenon. It includes two dozen experts in the field of law, psychiatry, sociology, history and medicine.
