The St. Petersburg City Court sentenced Nikolai Vorobyov, former senior investigator of the 2nd Investigation Department of the 1st Directorate for Investigation of Particularly Important Cases of the Main Investigative Department of the Investigative Committee of the Russian Federation in St. Petersburg. He was accused of stealing 11 kg of cocaine. This consignment of drugs was seized by the security forces and kept as material evidence. The former investigator was acquitted on the main charge.
Vorobiev was found guilty only under Part 3 of Art. 159.2 of the Criminal Code of the Russian Federation (fraud in receiving payments, committed using official position). Under this article, he was threatened with a punishment of six years in prison, but the court appointed the ex-official 3.5 years in a general regime colony. Since the time spent in the pre-trial detention center was counted towards Vorobyov’s punishment, he was released from custody in the courtroom, informs United Press Service of the Courts of St. Petersburg.
Under Part 4 of Art. 229 of the Criminal Code of the Russian Federation (theft of drugs on an especially large scale) Vorobyov was acquitted with the right to rehabilitation. On this charge, he was threatened with a punishment of 15-20 years in prison.
The trial was held behind closed doors.
As stated in the case file, in 2015, investigator Vorobyov was conducting a case of cocaine smuggling. As part of it, on June 8, 2014, at Pulkovo airport, 11 kg of cocaine was found at the St. Petersburg resident Brekhov, who had arrived from Uruguay, wrote Fontanka. According to the investigation, the smuggling was organized by the two-time European kickboxing champion Alexander Bolshakov. The athlete was eventually sentenced to 22 years in a maximum security penal colony.
The seized cocaine was placed in the evidence storage room. According to the investigation, Vorobiev, having taken the drug in February 2016 for investigative actions, together with unidentified persons, changed it to a mixture of benzocaine and levamisole of the same mass. Subsequently, the cocaine was sold, and Vorobyov received the money from this deal, the investigators said. However, they could not be found.
Bolshakov, shortly before the organization of smuggling, was an employee of the department of the Federal Service for the Control of Drug Trafficking (FSKN) in St. Petersburg and the Leningrad Region, noted RAPSI. The defense of the former investigator stated that the initiation of the case against Vorobyov was Bolshakov’s revenge: it was allegedly initiated on the basis of the testimony of the convicted kickboxer, and his former colleagues from the State Drug Control Service replaced cocaine, since the drug was stored directly in the premises of the former FSKN.
At the time of his arrest in 2018, Vorobyov no longer worked in the RF IC, but was an employee of a real estate agency.
During the preliminary investigation, Vorobyov was charged with fraud in connection with receiving monetary compensation for renting an apartment that the investigator did not actually rent. According to the investigation, Vorobyov entered into fake housing lease agreements with the owner of an apartment on Posadskaya Street in Kronstadt for 20 thousand rubles a month. “Vorobyov personally drew up and signed, on his own behalf, an undated application for payment of monetary compensation to him for renting a dwelling at a specific address, provided them and copies to the housing commission of the State Administration of Ukraine and wrote applications for monetary compensation. Thus, in the period from January 2013 to August 2016, 645 thousand rubles were transferred to Vorobyov’s current account, which he disposed of at his own discretion, ”the indictment says.
Vorobiev was also charged with Part 3 of Art. 286 (abuse of office) and part 5 of Art. 228.1 (sale of narcotic drugs committed by a group of persons in a preliminary conspiracy). Then these charges were dropped.
