The court arrested the ex-head of the Research Institute of the Federal Penitentiary Service Andrei Bykov, accused of causing damage to the treasury in the amount of 40 million rubles

The former head of the Federal State Institution “Research Institute” of the Federal Penitentiary Service of the Russian Federation, Andrei Bykov, was detained for two months. About it reported “Evening Moscow” press secretary of the Savelovsky district court of the capital. Major General Bykov is accused of fraud with labor agreements and causing damage in the amount of 40 million rubles.

On September 29, the senior assistant to the head of the Main Investigative Directorate of the Investigative Committee of the Russian Federation in Moscow, Yulia Ivanova, spoke about the initiation of a criminal case against Andrei Bykov. According to her, in 2018-2021, Bykov, being the head of the Research Institute of the Federal Penitentiary Service, concluded 95 false labor contracts with employees who had already worked in the institution. Under these contracts, they had to do work that was not actually carried out, but was paid by the department. Bykov, on the other hand, provided fake reports on the performance of work.

Some employees of the research institute, judging by these reports, wrote 186 scientific papers a year, that is, one article in two days. The topic of the articles could be any. “Thus, the rating of the institute was raised,” says Alexander Morozov, a professor at the Research Institute, who was fired after he demanded investigations into the facts of official forgeries and other violations at the Research Institute.

Due to the actions of the head, the institution suffered damage in the amount of 40 million rubles. Sources of “Moskovsky Komsomolets” explainedthat we are talking about the so-called presidential payments to scientists.

The criminal case was opened under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (“abuse of office, entailing grave consequences”). The perpetrator of such a crime faces a sentence of 10 years in prison.

The investigation was preceded by numerous complaints written by employees of the Research Institute of the Federal Penitentiary Service. They sent them to various authorities, including the Presidential Administration of the Russian Federation, the Ministry of Justice, and the Prosecutor General’s Office. One complaint said that Bykov “constantly fires people on various grounds, accuses many employees of fictitious absenteeism, although he himself gives permission to be absent from the workplace, threatens with physical harm, publicly humiliates and insults his subordinates.”
