In Montenegro, law enforcement agencies at the request of the Moscow bureau of Interpol detained the former head of Rosalkogolregulirovanie Igor Chuyan, informs local edition Vijesti with reference to the police. In Russia, he is accused of involvement in the theft of 14 billion rubles from the bankrupt OFK Bank.
Chuyan was detained by the decision of the High Court of Podgorica. According to Vijesti, they intend to extradite him.
In Russia, Chuyan is like writes RBC, was a co-owner of a large vodka business and a related OFK Bank – through relatives and friends, he controlled 75% of this credit institution.
Chuyan became head of the Federal Alcohol Market Regulation immediately after the creation of the department in 2008. The most ambitious initiative that he implemented in this post was the introduction of a minimum retail price for alcohol. It was first installed in 2011 and, for example, for vodka in the first five years rose from 89 to 220 rubles. for 0.5 liters.
Claims against Chuyan appeared back in 2015: the chairman of the Federation Council, Valentina Matvienko, personally criticized the work of Rosalkogolregulirovanie and offered to check rumors about “affiliation with the alcohol business” of the head of the department.
Chuyang resigned at his own request in the summer of 2018. In December of the same year, he was put on the international wanted list in the case of embezzlement at OFK Bank.
The persecution of the former official is connected with the withdrawal of funds from OFK Bank, which led to its bankruptcy, a source familiar with the investigation told RBC. According to him, the investigative actions against Chuyan were carried out in the framework of the case in which the former chairman of the board of the OFK Bank, Nikolai Gordeev, was taken under house arrest.
In March 2021, Gordeev was found guilty of abuse of power – the issuance of unsecured loans for almost 30 billion rubles to an alcohol company, the beneficiary of which was Chuyan. The Meshchansky District Court of Moscow sentenced Gordeev to eight years in a strict regime colony and a fine of more than 10.5 billion rubles.
