CEC head Ella Pamfilova said Moscow would be forced to abandon its own online voting platform. About this she reported in an interview with Kommersant FM.
According to Pamfilova, the law that allows the capital to use its system and conduct electronic voting on mos.ru “is not endless.”
“We conducted electronic voting in other regions on the federal platform, and there is not a single comment or complaint in any of the regions, no one doubts the results. Moscow will now figure it out on its own, and then the CEC will tell all the nuances it has identified. We are waiting for this. Further, of course, the situation will change, there will be a single federal platform. We will expand the ability to vote regions on a common platform. Ultimately, Moscow will have to obey general rules. The law on granting such a right to Moscow is not endless, ”Pamfilova said.
She noted that the other six regions where e-voting took place used a different platform. At the same time, according to her, questions arose about the results of the DEG in Moscow, including because of the many hours delay in calculations.
The head of the Moscow headquarters for the observation of elections, Alexei Venediktov, said on the air of the Ekho Moskvy radio station that the electronic voting in Moscow was correct.
“They tell me, look how quickly Yaroslavl, Sevastopol made the count, and you delayed until four in the morning. (…) In electronic voting “United Russia” in six regions received 54% of the votes, very quickly. Moscow has slowed down – 44%. The Communist Party of the Russian Federation in electronic voting in six regions received 11.5% of the vote, Moscow after the bill gave the Communists 15.5% of the vote. Do you want speed or accuracy? Apparently speed, ”retorted Venediktov.
Formerly Venediktov spoke The Insider that the results of the electronic voting in Moscow were summed up and transmitted to the CEC at 4 am on Monday, but they were not published until 2 pm. Venediktov recommended asking all questions about this situation to the CEC. The insider managed to find the counted ballots of the Moscow electronic voting.
This morning Venediktov announced that all the results of the DEG in Moscow will be recalculated. Pamfilova at the same time stated Business FM, which did not expect an audit of DEG data in Moscow, and the CEC has not received any results so far.
“This impromptu is unexpected for us. So far, we have not received the protocols from Moscow. Now this, of course, is in the competence of Moscow. There is misunderstanding and confusion. As for the DEG, we have developed a federal platform, it was developed by the CEC, the Ministry of Digital Industry and Rostelecom, this is a pilot project. It was held in six regions, except for Moscow, and we did not receive a single comment, ”Pamfilova said.
Later, Deputy Chairman of the Moscow City Electoral Commission Dmitry Reutv statedthat there can be no recount of votes in Moscow. According to him, the Public Observation Headquarters does not have the authority to initiate a recount; such a decision can only be made by a court.
How clarified A source for The Insider at the Moscow headquarters for election observation, the CEC did not publish the results of electronic voting in the capital for a long time in order to discredit the Moscow electronic voting system. This may be due to the desire to use budgetary funds; 6 billion rubles have already been allocated for the implementation of the Federal Electronic Voting System.
