The headquarters of Anastasia Bryukhanova, a candidate for State Duma deputy in the 198th single-mandate district of Moscow, filed a complaint with the CEC demanding to cancel the results of remote electronic voting (DEG). During the counting of votes, gross violations were revealed, including the “stuffing” of tens of thousands of votes.
About filing a complaint wrote on Twitter, the chief of staff of the self-nominated candidate Anastasia Bryukhanova (she was supported by “Smart Voting”) Maxim Katz. According to him, more than 13 thousand electronic bulletins (blockchain transactions) from the blockchain protocol were not taken into account at all in the final PEC protocol. This “just almost exactly made the gap” between Anastasia Bryukhanova and her competitor – a member of the “Fair Russia – Patriots – For Truth” party Galina Khovanskaya. As a result, according to official data, 28.78% of the votes were cast for Khovanskaya, and 23.28% for Bryukhanova.
There is a protocol on the mos.ru website, according to which the bulletin was requested 131,930 times, of which 2,399 more than once. And the GAS “Vybory” system contains information that 120 207 ballots were used. “Where are the others?” – asks Maxim Katz.
25,077 more people were included in the voter lists at the electronic precinct than the applications that passed the verification were received. At the same time, 19,971 people voted. But observers could not verify their data.
After the closure of polling stations at 20:00 on September 19, observers and even members of the election commission could not control the process of summing up the results of electronic voting due to the revoked FSB certificate for access to the DEG system.
The final gap between Khovanskaya and Bryukhanova was 13,195 votes. It could be completely closed both by electronic ballots unaccounted for in the final protocol, and by almost 20 thousand votes of those who did not pass the standard check that appeared from nowhere. “All this means that the voting results at the 198th precinct should be canceled, and Bryukhanova will be declared the winner on the basis of paper voting,” summed up Maxim Katz.
