At polling station No. 400 in the Savelovsky district of Moscow, on September 17 and 18, voting took place with the participation of Rosgvardia employees. Moreover, they filled in ballots from 06:00 to 08:00, that is, before the opening of polling stations. This was done by the decision of the Moscow City Election Commission, which satisfied the request of the command of the Central District of the Russian Guard. Andrei Petrov, a member of the territorial election commission of the Moscow district Sokol with an advisory vote, told The Insider about the violations with which the voting took place.
During the voting of the Russian Guards, most of whom were conscripts, the KOIB (ballot processing complex) was not used. The electronic device was in sleep mode. The completed ballots were dropped into the “reserve box”. Only after 20:00, when polling stations close, this pile of ballots was sent to the KOIB.
According to Andrei Petrov, at the time of the vote of the Rosguards, the deputy commander of the unit was in the same room with them, who “actually controlled the voting process.”
The District Election Commission dismissed Andrei Petrov’s complaint, calling his allegations of violations unsubstantiated. The commission noted that it is impossible to establish who was present at the site, since the law prohibits video broadcasting from places where the military vote. The only video recording of what happened at the polling station is kept by the election commission. The OIC refused to claim it, citing the lack of grounds, concluded Andrei Petrov.
