Thus, using the back doors of the safes, PEC members can gain access to completed ballots and other documents.
At one of the polling stations in the Volgograd region, observers noticed another loophole: the bottom of the same safe can be easily removed. In Kalmykia, observers reported that a complete wall had been removed from the back of an iron box for storing safe bags. It was inside the safe, disassembled.
