The court decided to release from the colony the former FSB operative who raped a St. Petersburg businessman with a carbine

The Kirov-Chepetsky District Court of the Kirov Region commuted the punishment to the former FSB officer Ilya Kirsanov, who inserted the barrel of a carbine into the anus of businessman Igor Salikov during a search. The victim learned about the court’s decision by accident, informs Mediazona with a link to it.

Ilya Kirsanova was replaced by four years in a general regime colony for a year and 10 months of restriction of freedom. As stated in the court ruling, his punishment was mitigated on the basis of positive characteristics from the colony, “an active position to correct” and an admission of guilt. The former security official also has an encouragement from the chief of the Kirov IK-5 detachment.

“The convict has established himself only on the positive side, the positive changes in his behavior are long-lasting and stable, he does not allow violations,” the decree says.

According to Igor Salikov, he found out about the meeting by chance on the court’s website. The assistant judge answered the merchant’s questions that the employees are not obliged to notify the victims of the meeting. The entrepreneur has filed an appeal.

In 2019, FSB officer Ilya Kirsanov was found guilty of exceeding official powers with the use of violence, weapons and causing grave consequences (paragraphs “a”, “b” and “c” of part 3 of Article 286 of the Criminal Code). The court later refused to commute his sentence on appeal.

According to Igor Salikov, during the search, Kirsanov stuck the barrel of a Tiger hunting carbine into his anus. Doctors diagnosed the businessman with a ruptured rectum, lacerated wounds of the anal canal, a contusion of the bladder and other injuries.

Kirsanov himself did not admit his guilt during the debate and suggested that the victim had inflicted injuries on himself, since he repeatedly went to the toilet, and then complained of abdominal pain. During the trial, it became known that the security official had been working in the FSB for almost a year after the initiation of a criminal case.

Igor Salikov himself was sentenced to three years in prison in the case of violent acts of a sexual nature (part 1 of Article 132 of the Criminal Code). He was released a few weeks after the verdict – the court ruled that he was in jail.

The victim in this case – a former employee of the Investigative Committee – was the lover of Igor Salikov’s ex-wife. According to the investigation, the businessman persuaded an acquaintance to force the victim to oral sex with him.
