<p>A lawyer from Komi, Viktor Vorobyov, appealed to the prosecutor&#8217;s office with a request to conduct an investigation in connection with the mailing of a letter prepared on behalf of the Deputy Head of the Regional Ministry of Digital Development Oleg Belykh.  In it, officials demand to ensure 100% turnout of employees of the department in the elections to the State Duma.</p>
<p>According to the lawyer, the actions of Oleg Belykh are classified as a criminal offense, <a href="https://7x7-journal.ru/news/2021/09/15/v-komi-yurist-pozhalovalsya-v-prokuratura-na-pismo-minciry-regiona-obespechit-100-yavku-podchinennyh-na-vyborah-v-gosdumu" rel="noopener noreferrer" target="_blank">writes</a> &#8220;7&#215;7&#8221;.</p>
<p>Viktor Vorobiev, a lawyer and member of the Komi electoral commission, received a letter demanding a &#8220;total mobilization&#8221; of workers for the elections to the State Duma from one of the employees of the institutions subordinate to the Ministry of Digital Science.  The authors of the letter indicate the leading specialist of the department for organizing work on media and publishing activities of the Ministry of Digital Arts of Komi, Maria Gorbachenko.  In her address to 35 addressees, the official asked the institutions, among which there are almost two dozen republican state newspapers and magazines, to organize a vote of 100% of employees in the elections to the State Duma on September 17.  In addition, Gorbachenko demanded that the addressees &#8220;immediately&#8221; disclose the names of those who voted and their place of work.</p>
<p>The official noted that she was acting on behalf of the Deputy Minister of the Ministry of Transport Oleg Belykh.</p>
<p>Viktor Vorobyov asked the prosecutor&#8217;s office to check the authenticity of the letter and its legality.  According to the lawyer, if Oleg Belykh really instructed to organize a 100% turnout of employees in elections, then there are signs of obstruction of voting rights or the work of election commissions (Article 144 of the Criminal Code of the Russian Federation) and abuse of office (Article 286 of the Criminal Code of the Russian Federation).</p>
<p>“According to the law, the voter makes decisions on participation in the elections independently.  Diverse bosses do not have the right to demand to ensure the turnout of their subordinates, to control such turnout, and even more so the very expression of the will of voters, ”stressed Viktor Vorobyov.</p>
<p>The lawyer added that Belykh&#8217;s colleague, First Deputy Minister of Digital Development of Komi Anastasia Golubykh, is a member of the election commission of the republic with a decisive vote.</p>
<p>In Russia, from 17 to 19 September, elections of deputies of the State Duma will be held; in dozens of regions, citizens will also elect deputies of regional parliaments and heads of regions.  Even before the start of voting, government officials began to massively complain that the leadership was forcing them to detach from their polling stations and vote at those located at or near their place of work.  About this in early September <a href="https://www.znak.com/2021-09-07/rabotnikov_gosstruktur_massovo_prinuzhdayut_smenit_uchastki_dlya_golosovaniya_na_vyborah_deputatov_g" rel="noopener noreferrer" target="_blank">wrote</a> Znak.com.  Complaints were received from the Orenburg, Samara, Kemerovo regions and Moscow.</p>
<p>Stanislav Andreychuk, a member of the Voice for Fair Elections federal council, says that coercion to change sites helps control participation in elections.  “The voting is now three days, one of which is definitely a worker.  This makes it possible for the management of enterprises and organizations to make sure that the person took part in the elections for sure.  That is, this is such a classic compulsion, which now, thanks to the many-day voting, has become even easier to organize, ”he explained.</p>
<p>Ella Pamfilova, the chairman of the Central Election Commission of Russia, said that the commission received 93 appeals from citizens for possible coercion to vote at polling stations and using remote electronic voting in the elections in September.</p>
<p>She noted that there are also attempts to force the vote in the traditional way &#8220;by some managers of enterprises of different forms of ownership, and not only state ones.&#8221;  “But compared to the past, they have become much smaller.  This time the CEC received a total of only 68 appeals, each of which is also carefully checked, ”Ella Pamfilova assured.</p>
<p>She added that voters &#8220;have become extremely intolerant of such attacks on their freedom of expression.&#8221;  “Many of them are not afraid to ask us for help, knowing that we will protect them.  And no one dares to fire them, despite all sorts of threats.  On the contrary, administrative warnings and punishments should inevitably overtake the leaders who have not yet understood that such methods in the current conditions are not only senseless, but also harmful for the country, for the legitimacy of the elections, ”- <a href="https://rg.ru/2021/09/15/ella-pamfilova-ob-osobennostiah-izbiratelnoj-kampanii-2021.html" rel="noopener noreferrer" target="_blank">said</a> CEC chairman in an interview with Rossiyskaya Gazeta.</p>
