At the moment, the total amount of Google fines in Russia exceeds 32 million rubles. The company received them, among other things, for not removing content prohibited in Russia under Part 2 and Part 4 of Art. 13.41 of the Code of Administrative Offenses of the Russian Federation (the owner of an information resource on the Internet does not delete information if the obligation to delete it is provided for by the legislation of the Russian Federation). Google, like other foreign companies, including Facebook, Twitter and WhatsApp, received a fine under Part 8 of Art. 13.11 of the Administrative Code of the Russian Federation for refusing to localize personal data of Russians on the territory of Russia. According to the law, foreign companies must ensure the recording, systematization, storage and retrieval of this data on the territory of the country.
One of the most notorious lawsuits against Google was launched by the Tsargrad TV channel after the blocking of its YouTube channel.
The company stated that the reason for the blocking was “violation of export laws”. The founder of Tsargrad, Konstantin Malofeev, has been under EU and US sanctions since 2014.
Because of the blockage, “Constantinople” filed a lawsuit. In April 2021, a Moscow court ordered Google to unblock the Tsargrad channel. According to Forbes calculations, if YouTube does not unblock the channel, then the amount of Google fines within seven months will reach 94 trillion rubles.
In July, Google proposed to Tsargrad to peacefully settle the legal dispute over the blocking, but the matter never came to negotiations.
The Moscow Magistrates’ Court today, September 14, will consider the next protocols against Twitter, Telegram and Facebook on administrative offenses related to the refusal to remove content banned in Russia. Companies face fines totaling 72 million rubles.
