The Tverskoy Court of Moscow arrested 72-year-old businessman, retired colonel Eduard Kogtenkov, who supplied wristwatches for the Ministry of Defense. About it informs Kommersant.
Kogtenkov, along with two of his partners, is accused of a particularly large fraud. According to the investigation, they committed the theft of funds from the budget during the implementation of contracts of the Ministry of Defense for the manufacture and supply of military mechanical wristwatches 6E4-2 for the Ratnik outfit.
According to the publication, claims have already been brought against Vostok-Design before. In particular, this was done by the structures of the Ministry of Defense, which rented out premises to the plant and did not receive payment on time.
Eduard Kogtenkov graduated from the Kharkov Higher Military Aviation School. In 1980 he served in Afghanistan, where he made about 30 combat missions, being the political officer of the air squadron in Bagram. Then he graduated from the Military-Political Academy, after which he held various positions in the political departments and DOSAAF. He retired in 1997 with the rank of colonel.
Since 2005, Kogtenkov has been the head of the Vostok-Design Factory of Special Watches, which is mainly engaged in the manufacture and repair of watches. In 2014, the company became a member of the state armaments program and a supplier of the Ministry of Defense. Also, the retired colonel was engaged in public activities as the head of the ANO “Federal Organizing Committee for the celebration of memorable dates of the Fatherland”, repeatedly visited Syria in this capacity, for which he received a medal.
