About 26 thousand abandoned oil wells in Russia have not been mothballed and are explosive. About it stated Deputy Prime Minister Victoria Abramchenko.
“As for facilities on land, objects of accumulated harm, today we record about 26 thousand hazardous, explosive wells, these are former oil developments that need to be disposed of in the same way, decommissioned,” the Deputy Prime Minister noted.
The government intends to prohibit the division of production areas between several owners during the closure and conservation of wells.
“We prohibit dividing sites. Indeed, in Usolye, it turned out, not one owner, but 38 different owners at this site. And I had to work with each of them. It is a difficult task to come to an agreement with so many owners to ensure a rhythmic liquidation even at the expense of the federal budget. Therefore, in the bill we say: you cannot divide. We created it with a single complex, and liquidate it with a single complex, ”explains Abramchenko.
The Deputy Prime Minister also added that 20 billion rubles will be spent on a “general cleaning” program and the elimination of abandoned wells. The program consists in the elimination of hazardous objects of accumulated harm to the environment and unauthorized dumps.
