In St. Petersburg, the court awarded convicted Alexei Anufriev 608 thousand rubles in compensation for poor conditions of detention in a pre-trial detention center. In particular, the prisoner spoke about poor nutrition and blood-sucking insects in the cells. The compensation must be paid by the Federal Penitentiary Service, informs united press service of the city courts.
Alexei Anufriev was taken to isolation ward No. 5 in St. Petersburg on August 1, 2014. His arrest was extended and he was transferred from one remand prison to another. In total, he stayed in them for 4 years and 7 months.
On May 25, 2018, the St. Petersburg City Court sentenced Anufriev to 22.5 years in a maximum security colony.
Alexey Anufriev complained about the conditions of detention in the isolation wards. He was not given basic necessities, drinking water, even after boiling, had an unpleasant odor. He could not eat properly because the food was of poor quality. The relatives handed the food to the arrested person, but there was no refrigerator in the cell, so the food had to be “stored” on the floor.
Since the original packaging of the food is opened by inspectors before being handed over to the prisoner, and the contents are “cut into small pieces,” the food quickly deteriorates and becomes moldy.
Anufriev was taken to the shower once a week for 15 minutes. There were not enough watering cans for all the inmates, so he had to wash under one of them together with a cellmate. It was cold in the cells in winter, the lights were not turned off at night. There were bedbugs in the mattresses, and mice and rats lived under the floor, and there was mold on the walls.
The toilet in one of the isolation wards was located half a meter from the meal table. There was no wall or screen around the toilet bowl. “We had to cope with natural needs in front of everyone who was in the cell. This inflicted great moral suffering on the administrative plaintiff and humiliated his human dignity, ”the press service noted.
During the searches by the employees of the pre-trial detention center, “personal belongings, documents, photographs of close relatives were destroyed, psychological pressure was exerted.”
As a result of “being in a traumatic environment for a long time, Anufriev’s eyesight deteriorated.” Due to the lack of drinking water, he developed a disease of the gastrointestinal tract.
The plaintiff requested compensation in the amount of RUB 3,354,000 (EUR 6,000 per year).
