The main task of our law enforcement authorities is to find the extreme, bring him to justice, preferably criminal, to demonstrate to everyone that “here, we found this bastard and this bastard, which was the whole problem,” although the problem is far from this person. </p>
<p>The Ministry of Internal Affairs does not deal with the problems of citizens.  This is not a structure that deals with the protection of citizens&#8217; rights.  The Ministry of Internal Affairs is a structure that protects the rights of the Ministry of Internal Affairs.  The task of the Ministry of Internal Affairs is to maintain the status quo.  They do not have the task of fighting crime, serving the interests of the population.  Their task is to maintain their structure, staffing levels, and funding.  The same is true in the judiciary, in the prosecutor&#8217;s office, in the UK.  These are all just properties of the corporate state.  We have a corporation of the Ministry of Internal Affairs and its task is to preserve and grow, but the interests of citizens are of no interest to anyone.</p>
<p>A balance must be struck: on the one hand, a person&#8217;s right to keep private life secret, where and for what he was sitting, and on the other, a relapse may occur.  Here it is necessary to establish psychological assistance, because if a person spent 10 years in a camp, then the problem of resocialization arises.  The psychologist will identify suspicious things.  In this way it would be possible to warn these things, but hanging a sign on the door: &#8220;This is a pedophile living here&#8221; is not a good idea. &#8221; </p>

<h3><strong>Alexey Fedyarov, head of the legal department of the organization &#8220;Sitting Rus&#8221;</strong></h3>
<p>“Restriction of freedom, which is established by the court as a punishment, is carried out by the Federal Penitentiary Service, and administrative supervision by the police.  The FSIN has no other functions, and the district police officer has a huge number.  Under administrative supervision, a person must be at home, must notify the district police officer, come several times a month and register.  The court may order him to appear at the district police station.  What will the precinct officer, who has 200 supervised persons on the site, do?  Yes, he, to the best of his ability, comes to them with a certain frequency and checks if they are at home at night.</p>
<p>They write some incredible certificates and reports every month, one a day, then re-issue a certificate of reference, a report on a report, an analysis of an analysis, and the like.  On the one hand, it turns out that the police staff can be reduced by a third.  I say for sure that this can be done, but on the other hand, the states of the precinct must be left as it is, just remove the pointless work.</p>
<p>Bringing a grassroots district police officer to justice is the translation of the shooters and that&#8217;s it.  The poor district police officer will receive his &#8220;three rubles&#8221;, will come out in a year and a half angry at the whole world.  It may be good that he will be angry with this system.  If they asked me: “Do you want to protect this person?”, I would not hesitate to say yes.  I believe that he is not guilty.  Unless, of course, there is something that we do not know about, for example, if the neighbors said that this person wanders around at night and looks for girls, or out of drunkenness says that he would have stabbed someone else.  If all this was not, and the district police officer did his job, then he is not guilty of course.</p>
<p>If we are talking about the prevention of crimes by those who have already committed them, then we need to create a working scheme that will control these people.  Not a district policeman who went somewhere at some moment that appeared to him, but a service that will only do this.  The Ministry of Internal Affairs will again bring this to complete absurdity.  The system of the Ministry of Internal Affairs is a clerical structure, where only sticks and statistics matter.</p>
<p>Okay, can we ask, where was the precinct?  Here we have a pyramid and below there is one district police officer, and above him there are one, two, three, and so on, chiefs.  Where was the head of the district or district?  Most of the supervised are safe, for example, former economic fraudsters or those who have committed something non-violent.  If also those who committed rape.  Well, can they be checked?  People are sitting in offices.  Why not do this? &#8221; </p>
