The former IT contractor of the Ministry of Internal Affairs – AT Consulting – won the competition for the development of a unified advertising accounting system in the Runet worth 96 million rubles, should from data on the public procurement portal. Attention to this drew RBC.
The tender was conducted by the Main Radio Frequency Center of Roskomnadzor. Original contract price was about 97 million rubles, but LLC “Edvansed Transformation Consulting” agreed to perform the work for 96 million rubles. Another participant in the auction – the State Unitary Enterprise “St. Petersburg Information and Analytical Center” – while offering 94.5 million rubles.
According to editions, the winner-contractor was selected not only for the proposed cost, but also for the quality characteristics of the work and qualifications. AT Consulting eventually scored 69.5 points, and the St. Petersburg Information and Analytical Center – less than 67.
LLC “Edvansed Transformation Consulting” was registered in 2009. The beneficiaries of the company are Leonid Gavrilov and Sergey Shilov. In 2018 the FSB detained Shilov in the case of complicity in the abuse of power (Art. 33. Art. 285 of the Criminal Code). The co-founder of AT Consulting then became a defendant in a corruption case, in which Andrei Nechaev, the acting head of the Spetstekhnika and Spetsvyaz Research and Production Association of the Ministry of Internal Affairs, was arrested.
According to consequences, Nechaev accepted and paid for work in the amount of 1.4 billion rubles to create an intellectual system for ensuring the activities of the Ministry of Internal Affairs. At the same time, Shilov’s company did not complete the work in full. The businessman pleaded guilty and began to cooperate with the investigation, but already in 2019 the case against him stopped due to the lack of corpus delicti.
Now advertising campaigns in Russia are monitored by Mediascope and DigitalBudget. Last year, by evaluation Associations of communication agencies, Internet sites earned 253 billion rubles from advertising. In May of this year, State Duma deputy from the Liberal Democratic Party Sergey Zhigarev introduced a bill, according to which all information about advertising on the Web must be entered into a database specially created for this. Roskomnadzor will be responsible for the creation and operation of such a system.
