Court in Krasnoyarsk overturns the verdict of two investigators convicted of torturing teenagers

The Krasnoyarsk Regional Court overturned the verdict of two officers of the Investigative Committee for the Boguchansky District, who received real sentences for torturing detainees. About it informs TASS with reference to the press service of the court.

This decision was made due to “violation of the general conditions of court proceedings and the principle of adversarial parties.” The case will be reviewed in the same court, but with a different composition.

Last May against two investigators aroused a criminal case of abuse of office (clauses “a” and “b”, part 3 of article 286 of the Criminal Code). This article foresees up to 10 years in prison, however, the employees of the Investigative Committee received only 3.5 and 4 years of imprisonment, respectively. By data portal NGS24.ru, we are talking about the head of the investigative department of the IC in the Boguchansky district Igor Ivanchenko and the senior investigator of the department Anton Bovde.

By version of the investigation, in April 2019, Ivanchenko and Bovda interrogated two 18-year-old young people suspected of stealing a laptop from the IC office. In order to obtain confessions, the investigators beat the young men and used electric shockers against them. The detained residents of the village of Pinchuga did not admit their guilt, after which they were released. They told their parents about the torture and photographed the marks of the beatings. The mother of one of the young men filed a crime report with the police, but a criminal case against the employees of the Investigative Committee was opened only a year later.

By data “Committee against Torture”, since 2000, 43% of those convicted of torture by security officials received suspended sentences. The most severe sentence in the practice of human rights defenders was passed in 2008 – a Nizhny Novgorod policeman received 14 years of strict regime in the case of the death of a worker in a sobering-up center. The lightest punishment in 2012 was received by police officers from the Republic of Mari El: for torturing an innocent person within 24 hours they were sentenced to one and a half years in a colony.
