“New Newspaper” published audio recording of a secret meeting on “falsification of elections” in the city of Korolyov near Moscow, during which the curator explains to the PEC leaders the technology of stealing votes and tells about the actions that eliminate the risk of being caught forgery. The publication writes that three people, independently of each other, after listening to the recording, made the assumption that the voice of the “instructor” belongs to the advisor to the head of the Queen, Zhanna Prokofieva.
As Novaya Gazeta notes, upon arriving in Korolyov, Zhanna Prokofieva first ran the elections as the chairman of the territorial election commission, and then – already unofficially – as the deputy head of the mayor. In the fall of 2019, a user under the nickname “Zhanna Prokofieva” was the administrator of the September 2019 Telegram chat, in which PEC chairmen discussed fraud in the elections to the city council.
On the audio recording, published by Novaya Gazeta, one can hear that the supervisor of the “training” tells how the electoral commissions, with the support of the administration, will falsify the elections and what result they should get in the end.
“We are interested in a specific figure and a specific party – 42–45% according to the party list,” the woman emphasizes, noting that such a task was allegedly set by the Main Directorate of Territorial Policy of the Moscow Region Government.
The instructor does not say the name of the party, however, as Novaya Gazeta writes, during the seminar, the seminar repeatedly spoke about the “services” that should be provided to this particular party, for example, that on election day one should inform about the turnout for a certain hour not only the TEC, but also United Russia.
After the task was set, the “instructor” suggested ways to the meeting participants to achieve it. “I hope they will not have enough strength to catch us like that – we see how everything is going now,” Zhanna Prokofieva emphasized, having analyzed the possible threats, which, in her opinion, came mainly from observers.
The curator of the meeting noted that the main parties – the Liberal Democratic Party, the “Party of Rosta” and the Communist Party of the Russian Federation – do not cause concern among the administration. At the same time, as “Novaya Gazeta” writes, the “instructor” was alarmed by observers of the candidate for the Moscow Regional Duma from “Fair Russia” Irina Privalova, who promised to close the polling stations with observers to whom she was ready to pay money for three days of work.
According to Prokofieva, there are very few people registered as observers. Due to the fact that the Ministry of Justice entered the “Voice” movement into the new register created for “foreign agents” without Russian registration, the “instructor” expressed fears that they would adhere to Irina Privalova, in connection with which the curator of the meeting suggested to the PEC leaders to step up in this direction.
“I think your fellow observers do not care where to sit and do nothing, and even for a small salary. <...> Only their own people, no one else “, – noted” Prokofieva “.
Speaking about how to achieve the goal of 42-45% of the votes, the curator said that, in addition to home-based voting, which should account for 20% of the turnout, the main mechanism for falsification should be duplicate electoral lists, which at some point should replace sheets with real signatures … “That [список], which will give up, it turns out to be quite voluminous, by 45%. I advise you to start producing it immediately after receiving the sheets of the voter list, ”the curator emphasized.
She added that the commissions will receive lists no later than 10 days before the start of voting, which will help them enter the necessary data and sign for hundreds of voters. “If you do everything competently, then even a smart, even stupid, even some kind of vote will not work,” Zhanna Prokofieva noted.
Novaya Gazeta journalist Tatyana Yurasova handed over the recording from the meeting and an official request from the editorial office to the Central Election Commission in order to receive a comment from Ella Pamfilova. At the time of publication of the material, no response had been received.
