Department of Information Technology (DIT) of the Moscow City Hall announced a tender for the revision of the face recognition system, for these purposes the authorities will spend 130 million rubles, writes “Kommersant” with reference to the data of the portal of state purchases.
With the help of the modernization of the system, the Ministry of Internal Affairs wants to look for criminals and their accomplices: the cameras will track all the movements of the desired person and his companions. The neural network will have to identify people by advanced filters (gender, age, “race”, the presence of glasses, a beard, mask or other accessory), recognize silhouettes, and track all routes.
In addition, the neural network will be trained to track people who often return to crime scenes where “the identity of the criminals has not been established.” All these requirements provide for the modernization of the subsystem for automatic registration of video indexing scripts (PARSIV). The contractor will also need to develop iOS and Android apps so that security officials can connect to the system from smartphones. The results of the tender will be announced in early October.
People tracking technology, including video-based inter-camera tracking, appeared in Russia in 2018 and was successfully used during the World Cup (FIFA), Alexander Rozhkov, Director of Products and Technologies at T1 Group, told the publication. The massive use of this system began during last year’s self-isolation due to the coronavirus pandemic, when a system of travel by passes was introduced in Moscow, the expert recalled.
In the field of view of such a neural network, not only suspects and their accomplices, but also ordinary citizens can get into, fears expert of Roskomsvoboda, senior lawyer of Digital Rights Vladimir Ozherelyev. “The presence of a database with a large amount of data on citizens makes it a target for intruders,” he warned. Earlier, Roskomsvoboda already reported about data leaks from such systems. The cost of searching for one person by cameras on the black market starts from 15 thousand rubles.
Today, according to the law “On Personal Data”, biometrics may be going only with the consent of the citizen. Exceptions are made for the cases described in the laws “On Defense”, “On Security” and “On Countering Terrorism”. Despite this, in September 2017, the Moscow authorities began to freely use the face recognition system based on NtechLab. In the summer of 2018, according to Mayor Sobyanin, the cameras have proven themselves at the FIFA World Cup. Formerly City Hall announced creation of one of the world’s largest systems, which will combine 200,000 cameras. Last year, the opposition filed to the European Court of Human Rights (ECHR) a complaint about the use of facial recognition technology at rallies.
