Deputy of the Kamchatka Regional Legislative Assembly Igor Redkin, who shot the man, was charged with murder. About it informs regional department of the TFR.

“The investigation has obtained sufficient data on premeditated murder,” the ministry said in a statement.

The UK added that they are checking the version of the accused about the murder by negligence.

The case was initiated over the murder of a 30-year-old man from the village of Ozernovsky in the Ust-Bolsheretsky district. He was wounded by Redkin at the dump on the evening of August 2 and died in the hospital.

Earlier, Redkin claimed that he thought he was shooting a bear. The deputy issued a statement in which he admitted that he had become “an unwitting participant in the tragedy.” According to his version, he learned that a bear was wandering around the dump in Ozernovsky, and decided to kill or scare him away in order to protect the local residents. Later he learned that he had hit a man.

Local residents questioned this version. The villagers believe that the deputy went on a “safari”: bears regularly come to the dump, they are attracted by the smell of waste, and some businessmen, using this, shoot animals. “Killing bears within settlements where hunting is generally prohibited is a kind of lordly amusement,” – reported head of the regional branch of the Center “Business against Corruption” Alexander Ivanov.

Andrei Tolstopyatov died at the hands of the deputy, who came to the dump with his uncle Sergei to collect metal. The men were next to the truck, which had an arrow extended to load metal into the back. Shots rang out in the twilight. The metal collectors did not see the shooter, and no one reacted to Sergei’s shouts to stop firing. As a result, one of the bullets (and there were about ten shots in total) hit the truck from behind, pierced it and wounded Andrey, who was in the cockpit. Sergei took his nephew to the hospital, where he died.

In 2017, Igor Redkin, a member of United Russia, almost became a defendant in a criminal case. Then he had a conflict with businessman Anatoly Rybachenko from Ozernovsky. He claims that the deputy allegedly attacked him, tried to strangle him. Rybachenko turned to the Investigative Committee for help, but they refused to initiate a case. Soon after the check was completed, unknown persons damaged Anatoly’s boat and cut the tires on his GAZ-66 car. Rybachenko suggested that it could be revenge and turned to the police. But he was again refused to initiate a criminal case “for the absence of a crime event.”

Igor Redkin is a very influential person in the region. He also ranks 20th in the Forbes ranking of the richest civil servants and deputies in 2021 with revenues of 715.7 million rubles, and last year he ranked 9th with revenues of 1.44 billion rubles. Redkin owns fishing and aviation companies (Vityaz-Avto, Vityaz-Aero, etc.), and is building a five-star hotel in the center of Petropavlovsk-Kamchatsky. According to media reports, he owns property in Spain.
