Research and Production Enterprise Pulsar, Charter Green Light Moscow and Asia-Invest companies from Russia fell under US sanctions due to the fact that, according to Washington, they violate the national legislation on the non-proliferation of weapons of mass destruction (WMD) in relation to Iran. The blacklist also included the Asaib Ahl al-Haqq militia, which is part of the pro-government Shiite formations in Iraq, the pro-Iranian Kataib Hezbollah group, the Lebanese Shiite movement Hezbollah and two trading companies from Syria.
“On July 29, 2021, the US government took action against aliens under <...> the Nonproliferation Act [ОМУ] with regard to Iran, North Korea and Syria, ”reads the notice, which quotes TASS. Restrictions apply to “successors, divisions and branches” of organizations included in the sanctions lists.
The restrictions are valid for two years, but can be reduced or terminated by the decision of the US Secretary of State.
What exactly are the claims made against the three organizations, the US authorities did not specify. These are attempts by the United States to apply extraterritorially its domestic legislation, which Russia has repeatedly rejected. The sanctions envisage a ban on the purchase by any US ministries and departments of the products and services of the blacklisted organization, the sale by Washington of weapons and military equipment, the issuance of American licenses to it to purchase goods subject to the export control regime, and the provision of assistance to it.
Pulsar is engaged in the production of semiconductor electronics. Charter Green Light Moscow (ChGLM LLC) belongs, according to SPARK, to Alexei Malyarevich. The company operates in the business aviation market, organizes international and domestic charter flights, including top officials (politicians and businessmen). It also provides transportation services for all types of cargo. As indicated on the organization’s website, the world’s leading companies are its partners.
Asia-Invest supplies equipment, instruments and petrochemical products to enterprises in the neighboring countries (Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan). Among its foreign partners are the largest factories of the oil complex, mining, defense industries, writes RBC. The owner of Asia-Invest is Guzel Asfandiyarova.
In the past year, several Russian companies have already come under US sanctions under the law on the non-proliferation of weapons of mass destruction against Iran, North Korea and Syria. Then restrictions were imposed on Aviazapchast (engaged in the supply of aviation equipment and spare parts, repair of aircraft), JSC Elekon (manufacturer of electrical connectors and cable assemblies) and Nilco Group (supplier and exporter of petroleum products, various ores).
