The Reutov garrison military court sentenced the former deputy director of the National Guard Sergei Mileiko. He was found guilty of fraud. Mileiko was sentenced to six years in a general regime colony, transfers Interfax.
The second person involved in the case, the former head of the housing and maintenance department of the Dzerzhinsky division, Kirill Prokudin, was sentenced to four years in prison.
The prosecution asked Sergei Mileiko for eight years in prison and a fine of 800 thousand rubles.
As the court established, Lieutenant General Sergei Mileiko, having developed a criminal plan, “organized theft of someone else’s property.” For this, he attracted Kirill Prokudin. In 2012, General’s wife Galina Mileiko illegally obtained non-residential premises in a house in Balashikha near Moscow, built for the military, and opened a hairdresser and beauty salon there. The investigation established that the premises were purchased using forged documents, and the transaction amount was significantly lower than the real value of such real estate. The investigation estimated the damage caused to the Moscow Region Administration of the Federal Property Management Agency at 9,776,000 rubles.
As the source of Interfax specified, the real estate was sold for 980 thousand rubles at its market value of 18 650 000 rubles.
At the end of last year, it was reported that the former deputy director of Rosgvardia, Sergei Mileiko, was also charged with large-scale fraud (part 3 of article 33, part 4 of article 159 of the Criminal Code). The case file refers to the events of 2017–2019 related to the purchase of uniforms from a supplier at inflated prices. Although purchases for the National Guard troops were supposed to take place in the format of open tenders, a special government order effectively canceled this requirement. As a result, most of these government contracts were received by Spetsshveisnab from Ufa. This was facilitated by the former first deputy head of the Rosgvardia Sergey Melikov and the deputy director for logistics issues Sergey Mileiko, wrote website Pravo.ru.
For three years “Spetsshveisnab” received 134 contracts for a total amount of 3.6 billion rubles. A significant part of the purchases took place at greatly inflated prices, the investigation believes. Some goods, such as trouser belts and vests, turned out to be more than twice as expensive as the same items for other departments. On these purchases, the Russian Guard lost about 676 million rubles, and according to other estimates – up to 1 billion rubles.
Sergei Mileiko was detained in the fall of 2020. And Colonel-General Sergei Melikov, to whom he was close, then became the acting head of Dagestan.
Rosgvardia spokesman Valery Gribakin explained that the materials that interested the investigation were collected by the department’s own security service and transferred to the prosecutor’s office. According to him, in 2019, at the initiative of the Rosgvardia leadership, the contract with General Mileiko was terminated ahead of schedule.
Sergei Mileiko oversaw the issues of logistic support of the troops in the department. Earlier, he held command positions in the internal troops of the Ministry of Internal Affairs. In 2014, Mileiko was the deputy presidential envoy in the North Caucasus Federal District. Sergei Melikov was then the plenipotentiary. Then both generals went to serve in the Russian Guard. From 2017 to July 2019, Mileiko served as deputy director of this security department.
